Purpose

Derive cosmological zIRz_{\rm IR} from sim_66 block-spin plateau and verify sim_46 PPN gates with the derived cutoff.

What it proves

Derived zIR[0.15,0.45]z_{\rm IR}\in[0.15,0.45] without hand-tuning to 0.30; PPN γ\gamma, β\beta gates PASS with derived value.

Relation to current theory

Replaces postulated zIRz_{\rm IR} in sim_46/sim_57 with a GPE RG chain narrative.
